15% Tariff on Polysilicon to Boost US Solar and Chip Innovation

In a significant policy shift, President Donald Trump has announced a 15% tariff on imported products made with polysilicon, set to commence on December 4. This move is designed to bolster domestic production and diminish reliance on Chinese imports, as China currently leads in polysilicon production. Polysilicon is an essential ultra-pure silicon material used in the manufacturing of semiconductors and solar panels, both critical to the technological and renewable energy sectors.

The tariff is part of a broader strategy to reinforce the commercial viability of U.S. polysilicon production and ensure robust supply chains vital to economic and national security. The new import measures establish minimum prices of $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt for solar cells, and $0.38 per watt for solar modules and panels. These regulations aim to protect and encourage the growth of the domestic polysilicon industry.

While the U.S. administration views these actions as necessary for strengthening domestic capabilities, China has expressed disapproval, accusing the U.S. of exploiting national security concerns as a pretext to limit Chinese business operations. Chinese officials warn that such protectionism might disrupt trade dynamics between the two major economies, potentially impacting global supply chains.

Currently, the United States hosts two major polysilicon production facilities, Hemlock Semiconductor in Michigan and Wacker Chemie in Tennessee. Besides imposing tariffs, the new policy framework also permits the U.S. government to offer incentives for companies investing in domestic polysilicon production and related manufacturing facilities. These incentives are intended to attract investment and expand the domestic sector.

This development comes amidst China’s ongoing robust growth in exports, particularly within the electronics, artificial intelligence, and other high-value manufacturing sectors. As the U.S. seeks to assert greater control over its supply chains, the global trade landscape could experience further shifts, emphasizing the strategic importance of polysilicon in both technological advancement and energy sustainability.
